To better assist you, I'd like to gain some additional insight. What exactly happens when trying to open or create labels in the Shipping Manager? If you'd like, you can also include a screenshot so that I can have some visual insight.
In the meantime, I recommend restarting your server or computer, as this will perform a fresh reset on your applications and may resolve your issue.
