upgraded from mac2014 to Mac 2019 and cannot transfer data. 2019 will not let me select company to restore.

There is no restore option, you open the company file. If your backup is a .dmg you'll have to mount it first then drag the company file to your documents folder. From within QB use file>open company and navigate to your company file. QB will open and update the file.
