I think it is creating a reference number based on each and every acts.

I have another way to check if the same statement number is being emailed and printed, transwedeltd.

For now, we can customize invoices, estimates, and sales receipts. For statements, QuickBooks uses what the system has generated by default. That's why you're unable to change the statement number.

To make sure that both number is the same as the one emailed and printed, please follow the steps below:

  1. Go to the Sales menu and select the All sales tab.
  2. Select the Filter dropdown menu. Then, in the Type dropdown, select  Statements.
  3. Select the Date dropdown, and which option you'd like to use.
  4. Select the Customer dropdown. Then select All or the specific customer you'd like to see statements for.

You can also run reports in QuickBooks Online to show all your customer list with their statement date.
