I've come to share details of why there's a need to upgrade QuickBooks Desktop (QBDT), @LoriFC.
In QBDT, you can use Bank Feeds to connect your bank accounts to online banking and import .QBO files (Web Connect) from your hard drive.
You may be using a discontinued QBDT software (i.e., 2018 version) that's why you're prompted to upgrade while you attempt to import. Online banking is one of the add-on services that's affected by the discontinuation policy. With this, you need to upgrade your current QBDT version in order to continue using the online banking feature and import Web Connect files (.qbo).
When you see a prompt, here's how to upgrade:

Another option, ask your bank to give the CSV files. You may utilize a one time license of an importer tool as a workaround.
