How do I create a purchase order from an Estimate? There is nowhere on the main page of the estimate to create a purchase order, just "create invoice". I have Desktop Pro 2019.

You'll need to make the Purchase Order feature active first through the Preferences window.
After enabling the feature, it'll now show the option when creating Estimates. For your visual reference, I'm adding a screenshot below:

You should be able to use the Purchase Order future in your QuickBooks Desktop Pro 2019 version. We can start by making sure you have the most updated release for the program.
If you're still unable to create the purchase order, let's proceed with checking the option on a sample file if it's showing up.
If this works on the sample file, you can switch back to your company file and run Verify and Rebuild Data Utility. For the detailed steps, you can follow this article:
In case you're still having the problem showing the Purchase Order option, we can proceed with repairing the QuickBooks program. By doing so, it'll fix any program-related error you encounter.

Allow me to chime in and share some insights about the PO's in QuickBooks Desktop.
You can create, print or close purchase orders in QuickBooks Pro. However, generating PO's from estimates is currently unavailable in this version. You'll need to upgrade to a higher version of QuickBooks (Premier or Enterprise Editions) to get this preference.

I believe they want to do the entire PO from the estimate. POs are for Vendors and not customers. And the Sales Order will still not link to the estimate until the payment is received, thus not giving the user accurate budget information.
This is a point I have been making as a feature for the last 6 years. Same for Change Orders for Contractors that would link directly to the estimate without manipulating the original estimate.
