We currently have an ongoing issue for PayPal account not pulling in transactions. The Engineering Team is already working to resolve this as soon as possible.
Please contact our Online Support so they can pull up your account in a safe environment and sign you up to receive email updates as soon as they become available.
In the meantime, you can use Excel CSV files to import the transactions into QBO. You can refer to this link for more details: Import bank transactions using Excel CSV files.
