Welcome back to the QuickBooks Community! We are glad that you are here. I will be more than happy to help. You would need to assign the user access to both Banking (specifically the "Write Checks" function) and Customers & Receivables (to access and interact with the Accounts Receivable account and apply credits) in QuickBooks Desktop. However, you need to decide whether to allow the user full or partial access. Here's how to create a custom role below:

I know how to change permissions however I need to know what permissions are required to be able to actually create the refund check.

To help you identify which roles and permissions you may need to use, I'd recommend running your Permissions Access by Roles report. This displays all roles and their permissions. You can run the report from your Company menu.
Here's how:
You could consider granting purchase and vendor access, with permissions also set to Full Access for Purchases and Accounts Payable. After saving these changes, your user will be able to create and print checks.
