QB will not allow me to use a date range of Jan. to Dec., 2019. It keeps changing my date range to 2020.
How can I run the report I need?

I'll share insight on your query about a 1099 report in QuickBooks Desktop (QBDT).
I ran a 1099 Detail report in my test account for QBDT 2020, and I was able to run it without any issues. The report was blank since I don't have any available data for that date range though.
I suggest you run the Verify and Rebuild data tools in your situation.

I also ran the detail report successfully. However, I neglected to mention that I was trying to run the 1099 Summary Report. My apologies for the oversight. That's the one I had problems with. Try that report and let me know your results, please.
I apologize for not including an important detail in my original question. The report I had problems with was the 1099 Summary Report. I was also successful in running the 1099 Detail Report.
