Thanks for posting your question here in the Community. 

 

I did some research and replicated this on my QuickBooks Online test account, and it allowed me to create an invoice without an email if you choose Save & Close. Once you Save & Close, the invoice will be recorded and saved in QuickBooks. A list of your invoices can be viewed by hovering over the Customers tab, then clicking Invoices
