At this time, the Billable checkbox in Timesheets will put a checkmark by default if the Time Tracking feature was set up. Your employees can consider unchecking the Billable checkbox manually when entering their hours in Timesheet.
I can see how smooth the process will be if the Billable checkbox is unchecked by default every time your employees will enter their hours. But I want to let you know that your voice matters and I'm submitting feedback directly to our product engineers for consideration.
