Let me shed some light on user access rights in QuickBooks Online (QBO), accounts404.
The user can edit the estimate template if the access rights are set to Limited Customer Standard user type. They can also add, edit, and delete customers, products, and services on your account. To check verify this one. let's revisit the user access setup. Here's how:
Go to the Gear icon on the top menu.
Choose Manage users.
Tick Edit on the user.
Make sure the Standard user is selected on the Select user type section.
Under the Select access rights section, verify if you choose Customers under Limited.
Click Next until Save.
For more details about this one, see Add, delete, or change user access article. If the same thing happens, let the other users signing in to the QBO account using a private or incognito window. This mode doesn't use the existing cache data and helps us confirm browser-related issues. Here's how:
For Google Chrome browser: Ctrl + Shift + N
For Mozilla Firefox browser: Ctrl + Shift + P
For Safari browser: Command + Option + P
If it works, let them go back to the regular browser and clear the cache to delete those temporarily stored files and browsing history. The overtime collection of data can create corruption, however, removing this should fix the issue. They can also use other supported, up-to-date browsers to roll out the possibility of a browser-related issue.

I'd like to know how you get on after trying the steps, as I want to ensure this is resolved for you. Feel free to reply to this post and I'll get back to you. Have a wonderful day.
