Currently, restricting users specific to the discounting feature is unavailable. However, I suggest you try customizing the roles in the Enterprise version so users can only do certain areas in QuickBooks.
Here's how:
- Go to the Company tab at the top menu bar and hover your cursor to Users.
- Select Set up Users and Roles.
- Go to the Role List tab.
- Choose New or Edit.
- Modify the access.
- Hit OK.
