Does Quickbooks offer office cleaning proposals???

The feature that you're looking for is not available in QBO. As a workaround, you can enter estimates for your proposals. You can also try finding a third-party app that offers office cleaning proposals in QBO.

Quickbooks, i.e. Intuit, does not clean offices, or windows. Lol.

But you can use Quickbooks to create Estimates for jobs you propose to do and then convert the Estimates into Invpices to bill your customers
