Error importing new Chart of Accounts

Thank you for including a screenshot and for doing research. I'll help you import your accounts.

Cost of Goods Sold is a default account, and importing one will create a new parent account. Try slightly changing the account name from the source file, including the other remaining accounts, and then import them again. You can rename them anyway once they are imported into QBO. You can also add them one by one since there is only a handful of them.
