Easiest thing is to ask for another representative, just keep asking saying you can not understand the accent - eventually you get one you can understand.
I keep seeing questions relating to the call back feature, asking why they have not been called back - but you can always try it and take a gamble that
1. you will get a call back
2. you can understand the caller
