I've got some clarifications to give regarding this tax rate concern.
When using the Automated Sales Tax in QuickBooks Online, the tax figures will be displayed in the decimal form once printed. You will only see and select the rate in percentage upon creating the transaction since the tax calculation is system generated and based on your location.
Moreover, having the tax rate to show up in percentage form is only available to the old version of the Sales Tax set up.
If you want to have it back to the percentage set up, you can reach out to our phone support. They have the available tools that can set your sales tax feature to manual.

Sales tax based on location actually don't have rates, you'll only see the number value before the total amount. On the other hand, added tax rates will already show the tax rates in a percentage format. Can you send out screenshots, so we can double-check this? Thanks in advance.

The option goes the same way with non-US QuickBooks Online versions. When you have the manual sales tax setup, the rate of the tax should show in percent. However, if you switched to the automated sales tax setup, the option is shown in decimal.
If you once used the manual sales tax center and were able to enter a percentage amount on your invoices, I'd suggest contacting our Phone Support Team. They can help you revert it back. You can use the steps provided by my colleagues.
