The ability to create or manage bills is currently offered in the Essentials, Plus, and Advanced versions of QBO. If you're using any of these plans, make sure that you're log in to the correct account to use the feature.
If you have the Simple Start plan, you can proceed and upgrade your account to be able to create bills. Follow the steps in these articles on how to do it: Upgrade your QuickBooks Online subscription.
