Try checking for a third-party app that'll convert the file from PDF to CSV file.
You may also consider checking with your bank if they can generate a supported file format. It should be either a Comma-Separated Values (CSV), Quicken (QFX) file, or a QuickBooks Online (QBO) file.

I have tried this, the statements do not neatly transfer to a csv file, it’s way to time consuming to manually fix them all. Plus, other people can upload their pdf they tell me so why can’t we? Also, our bank accounts are linked, but our statements aren’t, why?

I understand that you want to upload the bank statements in a PDF file directly to QBO. However, that option is currently unavailable.
On the other hand, with regards to your statements not neatly transferring to a CSV file, you'll want to check the CSV formatting styles. Also, know that the maximum file size is 350 KB to successfully upload those transactions in QBO.
You can fine-tune the formatting if you receive an error message when you upload the file.
