If both of you and your vendor are located in the US, utilize this service to pay your bills. You may enter details manually, upload a file or take a photo of an invoice. Then integrate it to your QBO to auto-sync it all. You can also pay vendors with a business credit card even if your payment receivers don’t accept them. Get rewards and take advantage of up to 45 days of float until your next credit card billing cycle.

If you're seeing a Pay bills option after using your + New button, you haven't finished setting up Online Bill Pay yet. The Pay Bills Online choice will only display on your ADD NEW screen once the app's been synced with QuickBooks.
You can sign up while logged in:
1. Use your + New button.
2. Click Pay bills.
3. Tick the appropriate checkboxes to indicate which bills you'd like to schedule payments for.
4. Hit Schedule payments online.
5. Select Continue.

I actually am aware on how to process an online payment, what I looking for is how to "Invite a vendor to pay". Either with a generated email asking them for their banking info or, at the least a downloadable form to send them.

Great, was able to get to the screen where I can send invitations to vendors.
One more question, do you know why I am unable to add, or see, the Bill Pay app to the "My Apps" tab?

Once you enter Bill pay in the search bar, you'll see some third-party apps that are related to it.
If you directly apply for Online Bill Pay in QuickBooks. This application doesn't show in My Apps. However, Bill.com is a third-party app that integrates with QuickBooks, which you can find in My Apps.
Although, both Online Bill Pay and Bill.com have the same process as creating a new bill or sending payment and managing your bills in QuickBooks.
