Thank you for posting here in the Community. I can assist you with your concern about the expense transactions in QuickBooks Online.
Currently, the ability to convert each entry to a bill is unavailable. You'll need to delete and reenter your transactions manually into the system.
There's a way to delete the expenses without opening each transaction. You can to the Expenses section and remove them from the list to save time.

After following the steps above, you can proceed with re-entering your transactions as bills.
Deleted transactions disappear from reports, but you can still see a record of them in the Audit log. For additional reference, I've attached an article you can use to learn more about it in QuickBooks: Enter and manage expenses in QuickBooks Online.

I would recommend to purge your account and start from scratch. Another option, prepare your data in XLS format and import them in bulk by an importer tool.
