inactive means just that - its gets it off the list of active items, it does not mean delete which you can not do in QBO.
Sounds like when you added the items you did so with qty and value, the only way I know to fix this is a major PITA. In the chart of account use the register for inventory asset, scroll and find each item that has the word START, edit that entry to zero qty and zero value, save, do another
