In QBO, you can create a recurring transactions Invoice template and save it as Unscheduled type. And you can duplicate and use this to when you need to create a new invoice.
From the Gear icon > Lists > Recurring Transactions > New.
Create a new Invoice template and save it as Unscheduled type. When you're ready to create a new invoice for a customer/client, come back to Recurring Transactions page and select template in question and select Duplicate (under Action column) template. To create a new Invoice, just select "Use" (under Action column). Make sure to change customer you want.
