In the meantime, you can try accessing your account via a private browser. It will allow QuickBooks to load as a fresh page to remove any errors or glitches that may be happening in your account. You can use any of these keyboard shortcuts:
Once logged in, you can try paying your bill online. If it's successful, you'd want to clear the cache of your regular browser to delete those temporarily stored files and browsing history. The browser may have too much historical data from previously visited websites that cause this kind of behavior. Also, you can try using other supported, up-to-date browsers to roll out the possibility of a browser-related issue.

I am already using a private or "incognito" browser window. I was originally able to pay bills using the QBO online bill pay however a month or so ago it stopped working. I do not get any error message. I like on the schedule payment button and it just thinks and thinks endlessly.
