I've found an investigation for customers experiencing the same thing.
A workaround is provided, though. For now, you can import a .CSV file for your Paypal transactions. However, you'll have to delete the fees and transfers. Since it's already in the bank register.

Thank you so much! In looking at the article you suggested, it looks like this issue has been happening since 2018! Why has this been an issue for so long and does QB expect it to be fixed any time soon? I must say, it is very misleading that QB states that it is integrated with PayPal when there has been a known issue for this long. I used Wave accounting before this which was free and they did not have this issue.

Thanks for the quick replies, Angelyn. I am still a little confused on what I need to do. I downloaded the csv file from PayPal. You had stated to remove all of the transfers and the fees. I have a question on both. Are you saying I should remove the fee column on the csv file? Every row has the a fee attached to it as almost every transaction has a fee since it is for a sale. Also, we try and keep track of the fees. So, if I delete that column, won't I lose the ability to track how much I spent in fees? Second, you stated that I need to delete the transfers, but don't I want to keep track of money that I deposited into my account from PayPal? Finally, what do I do with all of the transactions I downloaded and added from the banking section? Do I now have to delete all of those since QuickBooks isn't doing what it is supposed to? This is really frustrating!

Thank you for reaching back to the Community. I've read the whole thread, and you don't need to import transactions since you've already added them into QuickBooks Online. This to prevent any duplicated transaction.
As a workaround, you can pull up an actual statement from your PayPal account and take note the Ref No. to identify which transactions it is recorded.
