My products and services (Items) do not show up on the budget grid. I would like to use this to track job costs with a specific project using the budget vs. actual report.
Am I missing something, or is this feature not available?
In creating a budget, you can only add budgets for income and expenses accounts. You're unable to use items to track job costs. You can check this article for more information: How to create, edit, and manage budgets.
