Let's check if this has something to do with your contractor's browser. Browsers have caches that temporarily save your browsing data. When it's full, one will experience unusual behaviors in QuickBooks like non-loading pages, unresponsive buttons. You can ask your contractor to open the link and complete the steps for W9 using an incognito browser. Below are some of the keyboard shortcuts:
When you're on the incognito page, If it does, you may want to clear the browsing history of your regular web browser. This will remove previously-stored browsing data that might have caused the issue. Otherwise, you can try using other supported browsers to be thorough.
