Upon checking this, it seems like you're using the QuickBooks Online (QBO) mobile app. Let me share some info about the features that are supported on mobile devices.
If you're using an Android device, you're unable to download, categorize, match, and accept bank transactions. I recommend accessing your file using a browser when performing these tasks. Though, if it is an iOS device, let's open your data via a browser, then confirm a transfer. If it works, we'll have to clear the app data.
