Join nowYou're right, there is no option to permanently delete Account in QBO. You can make the account INACTIVE from the drop-arrow next to the View Register under Action column.
If it's a sub-account, you may first need to uncheck the sub-account box for that account and save it. And then make it inactive. Also, make sure there is no balance amount in the account.

Is there a way for me to change it to an expense? My issue is that I added it as a fixed asset by mistake, its a piece of equipment. But I want to expense it per the new tax rules.

You can edit your existing fixed asset account and change the account type to expense. Let me walk you through the steps.
After that, run a report of your newly edited account by clicking the Run report link.
