I've reviewed our ongoing/solved investigations and don't see any records about QuickBooks Online subscribers being unable to submit their W9 forms.
Since each of your contractors has notified you that they're experiencing this problem, I'd recommend getting in touch with Intuit's Customer Care Team. They can pull up accounts in a secure environment, conduct further research, and create an investigation ticket if necessary.
You'll be able to contact them while signed in.
Here's how:
1. Click the Help (?) icon.
2. Choose Contact Us.
3. Enter a description of your situation in the What can we help you with? field, then hit Let's talk.
4. You'll be presented with a few options for connecting with Intuit. Select Start messaging or Get a call.
Make sure to review their support hours so you'll know when agents are available.
