Accessing Journal Entry (JE) in QuickBooks Online (QBO) is pretty easy. This can be done by clicking the + New option at the upper left, then selecting JE under the Other column.
If you're uncertain what accounts to credit and debit when creating, it would be best to consult your accountant for guidance.
