I am looking for a way to do the following with a fully automatic task:
1) Send an email to myself containing a specific report daily
2) Send a weekly reminder email to customers with an open invoice over their terms
I see there are ways to do this with QuickBooks Online, but I dont see a way to do it with Desktop

You'll have to manually add the email to the Scheduled Report Center. This way, you'll be able to receive an email with it. You can check out this article for more details: Set up and modify Scheduled Reports.
You can follow the steps below to send a weekly reminder to your customer:
When creating an invoice, you'll have to check the Email Later box. Then, click Save and Close. It'll automatically send to your customer based on the number of days you've set up.
In the Income Tracker, you can email the overdue invoices by batch.

I followed all of the instructions, but the email never sent.
There is a message in the Scheduled Reports Center that says "Quickbooks found that your Windows is running in high UAC setting, which will block the scheduled reports", but I have UAC settings set to Never Notify, and have had that set for a long time not just modified for this scenario.
I'm also occasionally getting a message informing me to change a Quick Startup setting in Preferences, but this setting doesn't seem to exist anymore...
So I've left it for a few hours and its still not working. In the Scheduled Report Center, it shows my scheduled report, scheduled for Daily at 9:00AM. Last Email says Not started and Next Email always shows the next whole hour (currently showing 11:00AM) but was showing 10:00AM after 9:00AM. It just jumps the hour up one everytime, but never actually does anything...

So to make it worse, this has not also affected the ability to send invoices as emails through outlook. With scheduled tasks, it causes Outlook/Quickbooks to hang when I try to send an invoice as an email.
I attempted to have myself added to reference number INV-34266 as you suggested, but the support person I spoke with did not seem understand anything I was asking for. After referencing this thread and asking him to read it, he came back and asked me what I was having a problem with and what I meant by reference number INV-34266. I ended the support as I just wasnt interested in trying to explain my issue again, especially after he read through the entire thread and still didnt understand.
I'll just wait for QuickBooks to update and get this issue resolved where emails are able to be sent from within QuickBooks. It has never worked fluidly 100% of the time, and after starting to use scheduled reports, it works less than 10% of the time. Extremely frustrating when 90% of my business is invoiced via email, and I have to play games with QuickBooks to get it to do things properly!
