Recently there was a tax rate change in my county. Ive updated everything to the correct tax rate, but unfortunately at some point I have copied a invoice from a past transaction and I am 1% off on the charged tax for a invoice over the last month. Is there a way to viewa report by the tax rate percantage charged on an invoice. Also is there a way to automatically adjust to new sales tax rates on copied invoices?

You're absolutely right. QuickBooks Desktop doesn't provide a Tax Rate % column in the Transaction Detail report, as it pulls that percentage from the Sales Tax Item list rather than the individual transaction line.
To see all taxes collected from invoices along with their specific rates, use the Sales Tax Liability report instead. Navigate to the Reports menu > Vendors & Payables > Sales Tax Liability, then filter by date to ensure the sales tax column appears.
You can also double-click any Total Tax amount to open a data QuickZoom report, which shows all invoices charged at that specific rate.

To answer your second question, QuickBooks Desktop does not have a native feature to automatically update historical "copied" invoices to a new tax rate. You must open each affected invoice and either re-select the Tax Item or update the tax rate manually. Here's how to fix the invoice with the 1% difference:

Unfortunately i dont see tax rate under display. I can see tax amount under the splits, but i would have to calculate every single invoice to figure that out.
What im looking for is just to show all the tax collected (by invoice) and the rate that was applied.
