Set up brand new QB account w bank balance, then created Bills for bills that's already been paid and made payments on them. Now, the bank balance is off. Start over?

Or delete all the Bills and record them as Expenses? Or change the opening bank balance to match, but that would make reconciling bank statement difficult?

If  your moving between accounting systems then you must establish a firm end-start date for each system. Each set of book should be complete and not overlap or duplicate.  Any transition is hard to manage.  Normally old paid bills would not be entered in the 'new system' as both the bill and payment happened before the cut date.
