Welcome to the QuickBooks Community! Here’s what you can do to remove the tax on shipping on your invoices.
1. Select + New.
2. Under Customers, select Invoice.
3. Once selecting the invoice, in the top right-hand corner screen, click the Settings ⚙.
4. If you see shipping is checked, unchecked that option.
5. Closeout of that area, and view the invoice to see this removal.

Thank you for the message - but the item does need to be shipped and I need to charge her for the shipping. It is going USPS so I am charging actual shipping. It should not be taxed.

To add Shipping to an Invoice without it being taxed, we'd have to turn this feature on in the Settings. No worries, I've got the steps for you:
Now that you have this feature turned on, the Shipping field will appear at the bottom of the Invoice. I've provided a screenshot below for reference:
