To clarify, was the bill created in QuickBooks Online? If so, you'll want to click on the Pay Bills Online button from the Action column in the Expenses tab. Then, it will take you straight to the pay bill screen. I've included the steps below to do this.
Open the Expenses menu.
Locate the bill and hit the Pay Bill Online button under the Action column.
On the other hand, if you're still experiencing issues, I recommend clearing the cache from your web browser. Web browsers collect cache to save time when loading repetitive data and images. These files can often become outdated and corrupted, causing issues like when your bills aren't showing in the Pay Bills Online screen. I've included the links for all supported browsers that contain the steps to clear the cache below.
Alternatively, you can use a different web browser or the App.
