Thanks for posting here in the Community. I want to make sure you're able to send an estimate to your vendor.
To make sure this isn't an issue with the web browser, I suggest clearing the cache first. QuickBooks Online performance errors, like not being able to create forms, can be the result of the cache being overwhelmed with stored data. Clearing it will get everything back up and running smoothly. For example, here's how to do this if you're using Chrome:
1. Click the three vertical dots in the top right corner.
2. Select History, then History once more.
3. Choose Clear browsing data.
4. Change the Time Range to All Time.
