I'm here to help find out why paused recurring transactions are still generating invoices.
Once the recurring transactions were paused, it will stop creating invoices in the future. Make sure that the Next Date of the recurring transactions shows Paused in the Recurring Transactions page. You can check this by going to the Gear icon, click Recurring Transactions under Lists.
If the next date doesn't show us Paused, click the drop-down arrow beside Edit under Action and click Pause. However, if the transaction's next date was paused, it's possible that transactions were created in advance prior to pausing the recurring transactions.
We can also try clearing your browser's cache to check if this is caused by your browser's cache.

I have the same issue. I pause a bunch of invoices and they are generating invoices. Why is this happening?

I'll give some details about recurring transactions in QuickBooks Online.
Once paused, the recurring transactions should stop creating new entries. Your recurring template may have issues, which is why invoices are still being generated. You can delete and recreate your recurring transactions to roll them out.
