I don't think it can be turned off unfortunately. The pre-filled form feature is for the detail area of a transaction, not the header field.

How do you shut off automatic numbering for journal entries?
Open your Settings ⚙ and select Account and settings.
Click on Sales.
Select the Edit ✎ in the Sales form content section.
Turn Custom transaction numbers off.
Hit Save, then select Done.
