The Purchasing information field is available for Inventory, Non-inventory, and Service items. You can retry to unchecked the Description box and click the Purchasing information.
Then if you're still not able to check the Purchasing information, we can perform some troubleshooting steps to determine the cause of the issue.
Let's open QuickBooks on a private browser. This type of window doesn't store any file history that helps us to work on QuickBooks simultaneously.
If it works, we can go back to a regular browser and clear its cache. Once the cache is stored up, it can cause some unexpected issues on the pages we've opened.
You can also switch to a different browser, there are times that the current browser we're using has page maintenance.

"Why can I not enter purchasing information on non inventory items. I am not able to check the purchase box"
If you have the Purchase Orders feature, you will see the "Purchasing Information" box fields in QuickBooks Online. In the Essentials plan and Simple Start plan, the Purchase Order is not available so you will not see the Purchase Information. Only on Plus plan and Advanced plan, you will see the Purchasing Information feature in the Products and Services.
