There's no limit in creating transactions in QuickBooks Online and haven't received any issues today about it. Let's do basic troubleshooting to see if it's just some browser related. I suggest using a different browser to see if it works. If it does, we can go back to your default browser and clear your browser's cache and cookies. Once done, you can now create your expense transaction and make sure to enter all the necessary information and Save.

I’m not able to add new vendors to my Quickbooks intuit I online. Regardless how short the vendor name is , I.e. 2 letters, I get the message that it’s too long.
i can add any personal
information of the vendor either. It does not save.

Aside from using a different browser and clearing the cache, you can open QuickBooks Online using an incognito window. This is another way for us to know if it's a web issue. Here are the shortcut keys:
From there, you can try to add the vendor.
