Tax deadline changes by state due to COVID-19

Learn how your state may change its tax payment and filing deadlines due to COVID-19.

In response to COVID-19, some state tax agencies are offering waivers and extensions to payroll tax deadlines. In some cases, they have extended the due dates for current and prior tax payments and form filings.

Here's a list of states that we're aware of that are offering tax waivers or extensions for withholding or unemployment. We've included info for how you can apply for a waiver or extension if your state offers one. You'll also see steps to update your payroll with your state's changes.

Note: As the COVID-19 situation continues to evolve, states may make updates or release changes to their deadlines. We'll update these pages as quickly as we can when new info becomes available. However, please refer to your state's website for the most up to date information.

The Alabama Department of Revenue (COVID-19 Information) is offering a waiver on a case-by-case basis for small businesses impacted by COVID-19. Contact the agency at 334-242-1300 to discuss your situation and gain approval for late filing or payments.

  • You need to Contact Customer Support at least 4 days before your original tax payment or filing due date.
  • When you contact support, please provide us with the tax period and the new tax payment due date.
  • Customer Support will update your new requested payment date for you in the system.

You can submit your own tax filings and payments using the forms and worksheets in QuickBooks based on your new due dates. Forms and worksheets in QuickBooks will include filing instructions. To locate your forms, worksheets, and payment instructions in QuickBooks Online:

  1. Go to Taxes and select Payroll Tax.
  2. You can select either the Forms or Tax Payments sections.
  3. Select the form you need and follow it's attached instructions, or select Pay Taxes to schedule a tax payment.

QuickBooks Desktop Payroll Enhanced

Some state agencies may require a paper filing or payment coupon to be sent by mail, or worksheets to be filled out on their websites. We’ll help you locate these forms and worksheets in QuickBooks.

  • You can modify the date you want to submit your filing or tax payment in QuickBooks, but you'll still see the original due dates.
  • To adjust your tax payment record’s date, see: How to stop or reschedule payroll tax payments.
  • You can print the filing, or payment voucher and follow the attached instructions to file and pay your taxes by their new due date.

The Arizona Department of Economic Security is offering an extension for small businesses impacted by COVID-19. This extension is for both payroll tax filings and payments. If everything is received by the extension due indicated date no notices will be sent.

The extension is automatically granted by the agency. Filings and payments for the first quarter have been extended to June 1, 2020. If you are a reimbursable employer, your payment due date is extended to June 30, 2020.

  • Please ensure you submit your filing and payment at least 5 days before the due date.
  • Example: To successfully pay and file by May 15th, you'll need to submit the payment and filing in QuickBooks no later than May 10th, 5:00 PM PST.
  • Quickbooks will file the form and send 1st quarter payment simultaneously.

The Employment Development Department (EDD) of California is offering a waiver for small businesses impacted by COVID-19. This waiver includes extensions for both filings and payments. You won't have to pay a penalty or interest as long as you submit the waiver on time.

An extension must be received by EDD within 60 days from the original delinquent date of the payment or return. The letter must provide detailed information as to why the report(s) and/or payment(s) could not be submitted in a timely manner to the following address:

The Colorado Department for Labor Unemployment (COVID Information) is offering a waiver for small businesses impacted by COVID-19. This is an automatic extension for quarter one due April 30, 2020.;

Employers who are unable to submit their first quarter reports by the due date of 04/30/2020 need to submit the reports as soon as possible. The agency will review reports as they are received and make sure they are marked timely.

  • When you E-file your FL unemployment tax form, your tax payment will be sent simultaneously.
  • You can only move the payment out 30 days at a time from the current date. To reschedule the payment more than 30 days, you must reschedule the date multiple times.

The Indiana Department of Workforce Development (COVID Information) is offering an extension for small businesses impacted by COVID-19. Reports and payments for Quarter 1 2020 that are paid before May 31, 2020 will not have to pay any late fees or interest.

The Iowa Department of Revenue (COVID Information) is offering an extension for small businesses impacted by COVID-19. This is available for tax periods beginning April 1, 2020 through June 20, 2020. Payments for the second round of the Iowa Small Business Relief Tax Deferral program are granted a 30 day deferral period. All filings must be made timely.

Iowa Workforce Development is offering an extension for small businesses impacted by COVID-19, for paying unemployment. You won't have to pay a penalty or interest as long as you submit the waiver on time. You need to have 50 or less employees and be up to date with your unemployment reports to be allowed to participate.

An extension has to be sent by April 24th. You can request a delay of the payment until July 31, 2020. You must send an email to: Q1tax@iwd.iowa.gov and the subject line should include your Iowa UI Account number and COVID-19 SBPR. In the email, include the business legal name and note you are requesting a delay of the First Quarter Contributions payment due to COVID 19. Please ensure you specify the date you plan on making the payment.

The Department will not assess penalties for failure to file a return, or failure to pay a tax that is due between March 15, 2020 through July 15, 2020, as long as the return is filed, or tax is paid on or before July 15, 2020. The Wisconsin Department of Workforce is not offering any waivers or extensions for small businesses impacted by COVID-19. The agency does offer a standard deferral of payment. Employers with a first quarter tax liability of $1,000.00 or more can defer paying up to 60% of the total liability to future quarters. The agency prefers you file and pay on time if at all possible. If you cannot you need to provide a written waiver to the agency as outlined on their website.

 How do I change my tax payment or filing date in payroll?

Be sure to include the written waiver as outlined on the WA Employment Security department’s website. You can submit your own tax filings and payments during the extension window using the forms and worksheets in QuickBooks. Forms and worksheets in QuickBooks will include filing instructions. To locate them in QuickBooks Online:

  1. Go to Taxes and select Payroll Tax.
  2. You can select either the Forms or Tax Payments sections.
  3. Select the form you need and follow it’s attached instructions, or select Pay Taxes to schedule a tax payment.

QuickBooks Desktop Payroll Enhanced

If you are active for electronic file and pay:

  • Please ensure you submit your filing and payment at least 7 days before the due date.
  • Example: To successfully pay and file by May 15th, you’ll need to submit the payment and filing in QuickBooks no later than May 8th, at 5:00 PM PST.
  • Quickbooks will file the form and send 1st quarter payment simultaneously.

If your state isn’t listed above, it is because only these states have been identified as currently offering extensions and waivers in regard to COVID-19. Please check back often for updates as new state payroll relief options are continuing to emerge.
