So you're saying that I have to have two versions of quickbooks, one for US clients and one for European clients? I still need to calculate US tax rates as the company is a US based company. There has to be a better way that running two completely separate versions of quickbooks?
Allow me to add up some information about including VAT sales tax to non- US invoices.
QuickBooks Online is available to many countries around the globe. Each of them has region-specific features based on the mandates set by their government or tax agencies.
Just as what @RasalilaM mentioned above, the option to neither use VAT nor have two different sales taxes in a QBO US version account is unavailable. However, we have tons of third-party apps you can integrate with the program to achieve the process you need.

You'll want to consult with our Intuit Developer Team as to how the QuickBooks API might be able to help create invoices with EU tax rates. They'll be able to assist and make sure it's set up correctly.
