Changing the sales tax rates through the Sales Tax Center is only possible if you're using the old interface. You can base your steps in editing the sales tax rates through this article: Edit sales tax rate in QuickBooks Online
Meanwhile, Automated Sales Tax is the new interface of the Sales Tax Center, which we won't be able to add or edit the sales tax rates. The rates are based on the company, customer, or items are set up.

You can change the sales tax setup through the Sales Receipt or Invoice window.
