QB Online says the following tasks need to be performed, file 940, W2, etc. (I thought that already have through QB Online.) So for laughs and giggles, I start the filing procedure on the 940 and arrive at a point where I am told these forms have already been efiled on January 20, 2020. So why am I getting these messages?

Normally, payroll tasks will automatically be remove after the filing due date. Right now, we have received reports from other users getting the same challenges in which our product engineers are diligently working for a fix.
In the meantime, I recommend contacting our Customer Support Team so they can add you to the list of affected users. Here's how to reach them:
Click the Help icon on the top right.
Click Contact Us button at the bottom.
Enter a short description about your concern.
Click on Let's talk.
Choose the method on how you'd be connected to support.
