under Taxes there is only Edit sales Tax or Add tax, no set up VAT button is found.
I have followed your steps, but under Taxes there is no set up VAT button is found, only Edit sales tax or Add tax options.

In the QuickBooks International version, there's no specific term used for taxation, unlike the UK version which is more specific. That is why, when you click on Taxes you can see the VAT option.
However, in the International version, When you click on Taxes, the only option you'll get is the Set up Tax.

I want to set tax on Purchase items, i have followed your step but it is only allowing me to add tax on sales items, i am selecting expenses but dose not accepted.
I am attaching screen shoot of main tax page & adding tax page may that explains the case more.
I have noticed that there is no option to set a VAT/Tax for purchase items for my Jordan's company account, although there is an option of setting/adding a VAT in my UAE company's account.
please note that both accounts were created in the same time & have the same package level.
i though might the above information helps in sorting the issue.
