Changing the amount of the state unemployment tax must be done through the payroll correction team, @maki-associates.
Since your goal is to add a late fee, you don't need to change the payment amount of your TX Unemployment tax to reflect in your QuickBooks report.
You can record it via Expense transaction, categorizing it to the "Penalties and Interest Expense" account. Ensure the total payment amount reflects both the tax due and the late fee. Here's how:
- Go to the +New icon.

- Choose the Expense tab.
- Select your TX agency as Payee or click Add new.

- In the Category details, pick Penalties and Interest Expense account or similar accounts. If you don't have one, click + Add new to set it up.
- Enter the late fee amount and Payment method.
- In the Memo field, add a description specifying that it is a late fee for the Texas Unemployment tax.
- Once done, click Save and close.
