I'm trying to set up Sales Tax and when I go to add an agency it won't let me select my state of Arkansas. It's grey'd out.

I've checked here and haven't found any open investigation specific to adding Arkansas as the agency. If you have an existing one that you're no longer using, you can try renaming the tax agency within QuickBooks.
On the left navigation bar, go to Taxes.
In the Sales Tax Center section, then go to the Agency Name table.
Select Rename for the agency name you want to edit.
Make the changes you want and select Save.
If all else fails after following the steps above, I recommend contacting QuickBooks Support this time. One of them will be able to perform the necessary actions to add the tax agency to your account.
Please follow these steps on how you can reach them:
Log into your QuickBooks account.
Click the Help option in the upper-right corner.
Select Contact Us.
