State taxes

Hello everyone. I have a client that is considering taking a contract job for a company based in Seattle, Washington but he is a Texas resident. He doesn't plan on moving but wants to know if he will have to pay Washington State taxes if he accepts the job. To my understanding he shouldn't have to because he's not a WA resident. Does anyone know how this will work or can you point me to resources where I can find the information?
