Taxes, Sales tax settings, Custom rates, how do I delete them? Or make them inactive?

Let me provide a few information on how the sales tax center works.

At this time, the option to delete a sales tax is unavailable QuickBooks Online (QBO). However, you can change its status to inactive. From there, you'll no longer receive notifications about it. Here's how:

1. Go to Taxes from the left menu, select Sales Tax.
2. Click the Sales tax settings link.
   
3. From the Action column, click the Edit drop-down arrow.
4. Hit Make inactive.

You can only make agencies in active, not custom rates.  Do we have to make the agency in active and start over?
