The state of Washington requires that I charge sales tax based on the city where I deliver my products. Can I set up sales tax based on the city I am delivering to?

Welcome to the Community, @cameron-smith.

It's my pleasure to help share some information about charging sales tax in QuickBooks.

The site or location at which sales tax is calculated determines the "tax situs" of a transaction. Most states utilize destination-based sourcing. This means you'll have to charge sales tax at the ship-to address. To know more about this, please refer to this article: US Sales Tax - Sourcing.

Since your state requires you to charge sales tax based on the ship-to address, you can refer to the following articles below on how to set it up in QBO.

If you're using the automated setting, please check this article: Set up and use automate sales tax.

However, if you're using the manual setting, you can set up your sales tax rate and settings by following the steps in this article: Set up your sales tax.

That should do it. Keep me posted if you have other questions about your sales tax. I'll be here to help.
